CO-ORDINATION AMONG DALIT ORGANISATIONS:

THE NEED OF HOUR

Indian Society has always been based, entirely on the socially divisive Castes and the Caste System! Hence, all major Social Reforms in the Country were centered around the Castes and Caste System! Invariably, they were all aimed at ending the ever prevailing Caste Biases, continuing Caste Discriminations, and growing Prejudices of every Caste and Sub-Caste towards other Castes and Sub-Castes! Here it needs to be clearly understood that in the Indian Context even Religion, Language, Region, Profession, Occupation, Job, local Community Names and or Identities, and Tribes act as Castes. Hence, each Tribe and Sub-Tribe becomes a Caste and Sub-Caste, though this is not publicly recognised or acknowledged, for various unspoken Reasons! But all the same, the Discriminations Exploitations and Marginalisation continues, merely based on the Tribe and Sub-Tribe Names and Identities! This helps the dominant castes to segregate, also separate out, and distance the Tribes as a whole, and further each Tribe and Sub-Tribe separately and specifically! That is exactly what Caste is, and what for the Caste-System operates! After all, this is what the dominant castes want to achieve!

Main Constituents of the Indian Society are the Caste-Indians or the Varnas of Aryan Race, belonging to the Caste-System; and Non-Caste-Indians or the Avarnas of Anarya Dravidian and other Indigenous Races, not belonging to any of the Castes, and living always outside the Caste System as plain simple ordinary Casteless People! Of the total Indian Population, about 26 percent are Non-Caste-Indians, generally referred to these days, as SC&ST Dalits. They are the Out-Castes of the Society; not belonging to the Four Basic Castes of the Chatur-Varna-System evolved through the history of the Nation, and sanctified by the brahmins. There are also some other Non-Caste Indians who are the Religious Minorities like Buddhists, Christians, Muslims, Sikhs etc of Indian Origin. This does not mean that every Religious Minority of Indian Origin does not believe in, or belong to Castes! For, except the Non-Caste Dalit Indians who have embraced the Minority Religions, most others in the Minority Religions are the Caste-Indians who have converted to the Minority Religions! They are the non-hindu caste-Indians practicing otherwise the Minority Religions! Yes, they believe in, and to some extent practice castes, caste-biases and caste-prejudices along with their new Religious belief! And they generally constitute a small minority in the New Religions into which they had converted. But sadly, they are the powerful and influential ones, who dominate and control the New Religions! Hence we have in India two main types of Religious Minorities! They are the non-caste Dalit Indian Converts to Minority Religions, and the non-hindu caste-Indians practicing otherwise the Minority Religions! The non-caste Dalit Indian Converts form the majority in almost all the Minority Religions in the Country. For, the non-caste Dalit Indians have always silently and in small numbers and groups, steadily embraced the New Religions, to go under the care and protection of the Leaders and Preachers of the New Religions. This, to escape the cruel and endless oppressions of the caste-Indians, and their manipulations! These non-caste Dalit Indians are today the backbone of the Religious Minorities in this Country! The hatred of the dominant caste hindus against the Religious Minorities in this Country, is not so much because they are against the Minority Religions, but because they are against the non-caste Dalit Indians there-in!

There are also few other non-caste Indians! First, are the Religious Minorities of non-Indian Origins, like the Jews and Parsis. Second, are the very very few rare Christians of entirely foreign origin, who or whose parents or fore-fathers had migrated and settled in India in the recent past; or long long time ago perhaps like some of the Syrian Christians of Kerala, who claim to have come into India from Syria along with St Thomas, or a little later around those past historic days! Third, there are some Muslims of Persian, Iraqi, Arab, Turkish, Mongol, and Central Indian Origins. Most of them had come conquered and settled in India to Rule. The most important and significant contributions of the Muslims who came into India, were that they spread their Universal Islam amongst all sections of the Indian Society. Thus, they inevitably checked and ended at least for sometime, the monopoly and dominance of the brahmins. They provided Education for all, including the non-caste Dalit Indians in their Madarsas, irrespective of the origins backgrounds and social statuses of the individuals! These Indian Muslims of foreign-origin had, through the history also married and inter-married, extensively with the local Indians. They had also became so much part of the Indian Soil that, they ruled this Country like any other Indians, and oftentimes better than the local Indians! And they fought with others bitterly and extensively, to spread their rule. They consolidated their rule, and created an almost Unified India! They also went further to create for the first time a vast pan-Indian Empire of Hindustan, even crossing beyond the present Northern Borders of the present Indian Continent! To be honest and true, most of the caste-Indians, are really not Indians like the non-caste Indian SC&ST Dalits! At least, not those who read Sanskrit of Central Asian Origins. They are more akin and closer in many respects to the Moghuls of Central-Asia than to the indigenous non-caste Indians of SC&ST Dalit Communities!

The SC&ST Dalits in actual numbers are more than 260 million strong, and are a problem today, both for the caste-Indians, and the Govts! The SC&ST Dalits are indeed a Problem today for the Govts, because the Govts of every shade colour and Party or Ideology, are caste-Indian Govts! Honestly speaking, every Govts at the Center and the States and Union Territories, are actually anti-SC&ST Dalits! They therefore, share the caste-Indian Interests and Concerns! These Govts, hardly have any interest for any non-caste Indians, including the SC&ST Dalits! They only show some sympathy to the SC&ST Dalits, because of Political Compulsions of winning their Votes! And, for Constitutional Reasons, and also the Legal Bindings created by the Colonial Govts and the subsequent Imperial British Indian Govts at Delhi, and the Crown's Govts in London!

Being the Largest Section of the Society, SC&ST Dalits, constituting 260 plus million of People of the Country, has always been a significantly important and large Section of the Indian Society. That is why, the caste-Indians had always taken extra and special care to suppress the SC&ST Dalits! This they did and still do, even after conversions into Universal Religions and near Universal Religions like Buddhism, Christianity, Islam, Sikkhism etc; and even after migrations into distant foreign new lands! As a result of these, the SC&ST Dalits even today, that too after five and a half decades of Independence of the Country, have not reached anywhere. SC&ST Dalits, don't yet get even the common minimum requirements of Citizens in a Civilised Society, and in fact even the basic requirements of a People - food, shelter, clothing, health-care, education and employment!

There have been a large number of Government Plans, and a lot of Social Welfare and Developmental Schemes to improve SC&ST Dalits' economic, social, and educational Standards, and raise their Status in the Socio-Political Life of this Country. But in reality, the Dalits could improve very very little in such a long time period, even though; there are lots of Legal Safeguards and Special Provisions in the Constitution! And the Government also had come up with many a Policies Programmes and Schemes, from time to time! They were always announced with great all-round enthusiasm and public fan-fare from time to time, raising the hopes and aspirations of the millions and millions of poor helpless dependant Dalits of this Country. But nothing significant had happened to the SC&ST Dalits in this Country, to change either their lifestyles or living conditions, or the Social attitudes and outlooks of others towards them.

The SC&ST Dalits, in the Twenty-First Century of the Third Millennium, are still wallowing in their inhuman conditions and miserable Standards of Life, with the lowest social status! These have been forced on them by the dominant caste hindus. The 260 plus million SC&ST Dalits, Live in worst Economic Conditions, and have been allowed to achieve very poor levels of Educational Standards. These are so, only because, the SC&ST Dalits have been the biggest victims of the still continuing social conspiracies of the caste-system, developed with all the cunningness and continuously evolved! Yes, they are the biggest victims! For, there are also other equal bad victims! They are the other 500 million Shudra OBCs. They are also badly victimised, even though they are classified as caste hindus. But, the OBCs are not as badly victimised as the Ati-Shudra SC&ST Dalits! On the other hand the caste hindu oppressors give to the badly oppressed Shudra OBCs the Cruel-Right as caste-hindus to Oppress the Out-Caste Avarna or Casteless and Caste denied SC&ST Dalits living outside the Caste-System. Thus, SC&ST Dalits are suppressed badly, oppressed constantly, and exploited continuously both by the dominant caste hindus belonging to the BKVs (bakwash) and by the Oppressed caste-hindu Shudra OBCs! And the Ati-Shudra SC&ST Dalits, not belonging and not subscribing to the Caste System of the hindus, are kept down permanently and forever, as the Downtrodden and Wretched of the Earth! Often times some special features and dimensions are evolved to ensure that deliberate and dishonest discriminations, deprivations and invisible subversions are imposed on the SC&ST Dalits.

Most of the oppressive dominant caste hindus are also not free from the caste-based oppressions! May be, most of the times there are no visible oppressions, but many times there are large doses of invisible caste-based discriminations! These are the direct results of the Caste-System cunningly made use of, and cleverly manipulated by the brahmins! The kshatriyas were never free from caste-based oppressions and brahminic discriminations, even in the past when they were ruling; and the non-productive brahmins, incapable of working and unwilling to do any work, particularly creative physical work to earn a living, were directly dependent upon them for food, housing, clothing, protection and money! The kshatriyas were also badly exploited! Particularly their women, even in the Royal Households were exploited the utmost in the worst form. The kshatriya women, easily assessed by the brahmins, were always subject to surreptitious sexual manipulations and assault. Now that the power is passing away from the small number of people and little groups like kshatriyas, the brahmins have practically dumped them to the peripherals of the Indian Society, as of no use to them! And their wealth and property like land, palaces etc are being silently encroached, and appropriated by the brahmins in all appropriate ways and means! The vaishyas are no better, even though they are now the favoured partners of the brahmins! For, the Caste-System adopted by the brahmins is always being evolved perfected and fine-honed by the brahmins, and is being surreptitiously imposed by them on others, to serve their and only their interests! This is what has been going on for the last three millenniums ever since the brahminic aryans set foot in this ancient Nation!

The whole Indian Nation is suffering because of the brahmins and the brahmin manipulated and controlled Caste-System! But the SC&ST Dalits have been the worst victims throughout the known historic periods. That very same caste-system, with the very old basic intentions of suppressing and keeping the SCs&STs captive, under-privileged and oppressed are perpetrated even now, and are also being perpetuated into the future by the caste-Indians. This inhuman and unfair caste system, has been in existence for thousands of years, right from the vedic periods. Whole religious, cultural and economic equations; rules, regulations and propagandize of the caste Indians, have been conceived and implemented to crush the Dalits. Yes, the Dalits are being crushed as individuals to deny them of their human dignities, and to push them below sub-human levels.

The SC&ST Dalits were are and will be a distinct entity, and an entirely separate People! Right from the beginning of their entry into India, the caste Indians had started to exploit the Dalits. For the Dalits are the indigenous ancient People of India! And the caste-Indians are a Race distinctly different from the indigenous Dalit People! The caste-Indians being basically nomads of foreign origin, who came into India in search of green pastures and fresh grazing grounds for their cattle, were envious of the green fertile pastures, agricultural lands and settled life of the local Indians of dalitindia! Hence those crude migrants began their life in India by destroying the rich culture, advanced civilisations, and the settled production oriented creative agricultural and trading lives of the Dalit People of dalitindia! They wanted to grab and take away all the economic assets and resources of dalitindia from the Dalits. Thus, they left the Dalits with out any assets, base and resources. Being nomads, they had very few women with them for companionship, comfort and procreation! Hence, after grazing their cattle in the wide expanse around the ancient settlements of dalitindia, they began raiding the Dalits for food-grains, and to lift additional cattle and women. Hence they kept the women they grabbed and stole as prisoners. And to ensure that their own pale-faced emaciated women were not attracted by the well-built dark Dalits of settled fertile dalitindia, they had to permanently keep the Dalits away and at a distant. Hence they classified and banished the Dalits to far-off distances that even their existence are unheard off! Thus socially isolated and distanced from any social and cultural interactions, the Dalits were kept at safe-distances to ensure the one-way biological isolation of their societies, with their women totally hidden from the Dalits, even though they raided Dalit habitations to capture and take prisoners the dark well-built stocky Dalit Women!

From those early days of total physical and one-way biological and sexual isolation, the Dalits have steadily moved from being the Unhearables to Unseeables, to Unapproachables, Untouchables, Undinables, and today’s Unacceptables. This is a long journey of almost three millenniums of history! Yet, today Dalits are not welcome as Students, Employees, and Officials. Dalits are not accepted into good Educational Institutions, or as Workers, Juniors, Colleagues, Seniors and as Superiors! Dalits today may touch and be touched, may dine together with the caste-Indians in public, but are still not welcome in caste-Indians Life and Homes! They may be considered as Brothers and Sisters, but not accepted as Brothers-in-Law or Sisters-in-Law, except in certain specific Conditions of Special Advantage of the caste-Indians!

The social system of caste isolation and segregation which was created by the caste-Indians to enslave and rule forever the Dalits, had been, as discussed above, taking different shapes and had acquired different names from time to time, but their basic and primary goals had always remained the same i.e. to monopolise, appropriate for themselves for their exclusive use, and enjoy all the Resources of this Land, and all the social benefits of Development, at the cost of Dalits, interests of the Dalit Communities, and dalitindia!

Since the Caste Indians Control all the Resources, and enjoy a very higher social status in the name of Religion and Culture, they even have the guts to talk shamelessly about their irrational lives, and show off to the World all the unfair undue, and the unearned benefits they have got! And they even glorify their Caste and Deva-Dasi Systems, and the inhuman deeds like untouchabiliy, human sacrifices, sati etc. Hence, they can not be expected to give up their thousands of years old illegal advantages, or change their inhuman life styles or their criminal trends.

Sometimes, the Governments here at the Center and the States&UTs that are in the complete grip of the brahmins, talk of Dalit Upliftment. That is mostly for Public Consumption, to fool the World, to pacify the SC&ST Dalits by giving false promises and raising wrong hopes, and for electoral purposes! Since the intention right from the beginning is not right, no Dalit Development becomes successful! And it is ensured that these so-called Dalit Developments do not even realise anything proportionate to the money and manpower committed! Almost all the caste-hindus who are placed in all big places, particularly in the higher offices in important areas, that too in dominant positions places, and are at the crucial levels in society, ensure this! They don't mind even to place their hands on the small money meant for the poor helpless SC&ST Dalits, and swindle them! Thus the SC&ST Dalits are being cheated and are forced to remain where they have been, and the caste Indians survive and enjoy. And the dominant caste hindus continue to have and exercise their dominating hold! The worst situation is that almost all the Plans of Government conceived and executed in the name of National Interest, are highly biased. They are basically Planned Structured and Executed, only and only for welfare and unhindered growth of the dominant caste hindus.

The dominant caste hindus have always been anti-people! They are against Justice and Peace! They don't allow Peace Loving People to rest in Peace! They want the Good People to suffer endlessly! Hence they hurt innocent and helpless People indiscriminately! There is the recent example of the wanton deliberate harassments and killings of the decent, good-mannered, well-meaning, soft-speaking, self-disciplined, socially-concerned, education-promoting, health-care providing, discipline-developing, cultured Community of Christian Nuns, Sisters, Brothers and Priests. Many of them have been brutally beaten up, fatally attacked, and the Nuns and their followers molested and even raped! This had happened during the cruel unjust and exploitative rule of the Roman Emperors. This also was done by the murderous looting barbaric Tribes who descended on Kashmir after the Partition. And the same thing is happening now. The Roman Emperors were angry with the Christians, as the Christ was against exploitation of Women by the rich and the powerful, and opposed the uncivilised inhuman practices of the rulers, and those with power and in authority snatching and forcefully taking away others sisters wives and daughters. It happened in 1947, when the undisciplined cruel barbaric tribes, were deliberately let loose, stealthily from across the then newly created borders of the partitioned Nation, to capture Kashmir by force! And now this happens because of the uncontrolled anger of the dominant caste hindus against the Peace Loving Christians!

The Reason -

a) the Christians are 90% of SCs&STs in the Plains, and 100% STs in the Tribal Belts!

b) the Christian Priests and Nuns are providing humanitarian help to SC&ST Dalits, that such Dalits no more come stand before and wait begging for smaller and lesser help and some mercy from the exploitative dominant caste hindus!

c) the Christian Priests and Nuns are educating the SC&ST Dalits about Civil Liberties, Human Rights, Dues and Full Wages, that such Dalits are growing bold enough to Demand their Dues, Assert their Rights, and Fight for their Justice without fear even in the face of imminent threats and sure death!

d) the Christian Priests and Nuns are Opening many Schools, Colleges and Training Institutions, in many parts of the Country and in the Rural Areas, even before the Central and State/UT Govts, or the Local Govts and Authorities like the Panchayats and Municipalities could even think of. And they admit the SC&ST Dalit Boys and Girls also to formally Educate them

e) the Christian Priests and Nuns had converted many SC&ST Dalits into Christianity that many of them are no more willing to work as slave labourers at the beg and call of the dominant caste hindus for paltry wages!

f) the Christian Priests and Nuns are extending to the SC&ST Dalits such humanitarian and development help that before most of them who had come into contacts with the Christian Priests and Nuns the exploitative and oppressive dominant caste hindus rightly look like cruel inhuman demons, that the Dalits not only shun them but also openly criticise the dominant caste hindus publicly.

Since the Christian Priests and Nuns are helping the SC&ST Dalits, more particularly Tribal People, the dominant caste-Indians are angry! The Tribals who are being on the one hand kept away from the mainstream of the Society, and on the other are indiscreetly exploited and harassed by the dominant caste hindu officials, contractors, business men big small and petty - without any human consideration for the Tribal Life and Properties, someone at least have intervene on the poor Tribals behalf! This is what the Christian Priests Nuns and other Preachers, with some conscience and heart of their own are now doing! Even the Government, dominated, as it is by the dominant caste hindus, is indifferent to the lot of the Tribals! Shockingly enough, they show a big fear of loosing their unfair unjust and unreasonable grip over the poor Tribals! They fear of loosing their control over the awakening conscientised Tribals; and fear for the inevitable loosening of the cancerous grip of their fellow dominant exploitative caste hindu relatives, friends and supporters, over the ignorant believing trusting simple Tribals! Therefore, not anymore strangely, the Govts now fear that in due course of time and in the non-distant future, the Tribals will be fully educated and awakened by the Christian Priests and Nuns. And then they will not anymore listen to the dubious double talks of the dominant castes, both inside and outside the Govts, both in the Educational Institutions and Public Institutions, as well as in the Offices and Unions. That will result in the enmass rejection of the exploitative unjust dominant caste hindus everywhere in the Country! More than that, the Govts of the day at the Center and in the States&UTs fear that the Tribals will either assert their Right, like their fore-fathers did, to practice a Faith of their own and convert themselves to other redeeming Religions, and choose to embrace Christianity or perhaps some other religions; or the Tribals would resist being stealthily included and counted as being the hindus of a non-existing religion and as the fellow brethren and sisters of the uncivilised barbarians who believe in hollow hindutva.

The caste-Indians fear that when the Tribal Dalits all Convert, the SC Dalits would not be far behind! They would also soon follow! Then the game of the caste-Indians will be up, and all the STs and also the SCs would walk over them, throwing out the mask reins and or the blinkers of hinduism hindutvam and hindutva being foisted on them. They fear that left free, all the Tribals would embrace other Religions, and go out into the World as Free People like many forefathers of the Tribals did! This was what Baba Saheb Dr Ambedkar had at last done, in 1956! This the dominant caste hindus fear, and want to stop! Those of them, in the Govts are seriously thinking now not about their duties and work in the Govt, but about the Tribals and Christians working with the Tribals! For they both within and outside the Govts, in and out of the Country fear Conversions! For, they fear that once the SC&ST Dalits walk out of their fold and control, there will be none under them to exploit. And sooner, the Shudra OBCs already rebelling, would turn against the dominant caste hindu BKVs. The caste-Indians' coalitions, and the understandings between the brahmins and kshatriyas, and that between the brahmins and baniyas, and amongst all the three bakwash castes being loose and or based on unequal relations, would soon break down. Such an ultimate social meltdown, and breakdown of the exploitative caste alliances would force the caste-Indians all to really work by themselves. The Conversions by all the SC&ST Dalits is a big danger for all the caste-Indians! That in turn would isolate the lazy ritualistic parasitic brahmins. And that would soon end the brahmin domination in the Govt and over the Society. Thus the brahmins isolated as the only hindus, would rightly be reduced as the real Minority Population in almost all parts of the Country and in the whole World!

It was because of the above that the hindutva forces had now given an open call against conversions! And now there is also the cry of the subverting hindus that there should be a National Debate on Conversions! It is a matter of serious debate as to whether the Governments require a crowd of helpless suffering People - living in inhuman conditions and leading a life of social slavery - to respect, pay obeisance, to be their subjects? Or is it that there is a much more bigger design, black truth or a darker danger lurking somewhere behind these Govts, and is aimed against all the 260 million plus SC&ST Dalits? Is there some big dangerous scheme waiting to be launched against the SC&ST Dalits? And is the pre-occupation of the Govts with Conversions of the People for prayers back home, the duty and role of any Government in a Democratic Country? Should it get into a Debate as to which Religion and which Individual should embrace, or in which should one remain?

Friends! Recently there was a Court Decision to Remove Reservation from all Higher Education! Have you ever heard of such a Decision by a Court in any Country in any part of the World, that the masses, particularly helpless and the discriminated should be denied higher education? Whatever be the argument logic or rationale behind such a decision, is this right? Can that be justified? Should that be accepted? Are the Courts above the Constitution? Can they function against the Constitution, or in violation of any part of the Constitution? This, because the exploiters are scared of educated masses, and of the Peoples' Challenge! They are afraid of the threats to the dominance and the future of the dominant caste hindu children! This, no doubt is the most significant part of the systematic Plans of the caste-Indians to keep the SC&ST Dalits away from higher education, and consequently prevent SC&ST Dalits from reaching the dominant hights and places of Power and Authority in the Indian Society. There should not be any wonder on this score, because such things had been experienced by most of us in the past also! The most disappointing fact is that out of 260 plus million Dalits in the Country; nobody had raised their voice against this significantly.

Today we are in an age when SC&ST Dalits are awakening themselves to their Rights, and are also ready to fight for the same, to achieve a better place in the Indian Society! But, it is sad that the SC&ST Dalits lack Unity and Solidarity amongst any of them at any place! Although there are a lot of Dalit Organisations at the local levels in different parts of the Country, most of them claiming to be All India Bodies, do some talk and raise some voice for Dalit Welfare, they do not go far beyond their lanes! And those who managed to move a little have themselves bogged down in some potholes! Those who rose to fly have been grounded by the so-called senior SC&ST Officials, or have landed in some brahmin or kayasth women's laps! Sad these are! Yet, the pertinent question that needs to be asked is, how many of these organisations had come together to raise a Collective Voice against the ongoing Reservation Abolition Policy? What is the use then of having so many organisations? In fact many even don't know how the anti-Reservation Judgements came, who all were Responsible for arguing, not-arguing and loosing the Reservation Cases in the Courts! And many went to the Courts, to argue not knowing what to argue, and what and why others are saying something which appear to be unreasonable us, but do exist somewhere in fine print in the Govts" Statues! Thus, our Lawyers had gone to the Court with out doing their homeworks, or consulting the experts and the knowledgeable resource persons, and with out having such experts with them in the Courts to follow and provide the right Replies and due Arguments, to Counter the evil Pogrammes of the anti-Dalit and anti-Reservation Oppositions! If in future also Dalit Organisations and Dalit Individuals, particularly our Lawyers perform in the such a way, then the day is not far away when We SC&ST Dalits will loose all our Constitutional Guarantees, even if the same are not deleted, reversed, diluted and amended! Thus a day will come when the Special Constitutional Provisions will be there for our Protection, and the Benefits would all be denied by the Courts and the Govts!

Why will this be so? It is because Reservation is one strong way to make Dalits Equals in the Indian Society! If some Dalits get good and higher education, they may get some good jobs. This will definitely help them to improve their own Conditions! Then, at least some of them may help their own family members, and dear and near ones, if not help other Dalits. Thus at least a few more Dalits can take benefit of many Schemes and Provisions that are still not known to most of us! Slowly and slowly, a bit by bit in the beginning as it is now amidst us, in a trickle later, and rather continuously latter though in smaller numbers, will We Dalits grow up in our personal and social lives! And such of us may slowly and inevitably let other Dalits also use them. But we may not let our Dalit brothers and sisters sit quietly if the Reservation Policy comes under attack, or is in danger. Nobody can in any case stop of the coming of the Ambedkar Future?

Whether it is a matter of opposing SC&ST Dalits or subverting Reservations or crying against Conversions, or the Liberalisation Privatisation and Selling of the Public Sector, the aim of caste Indians is to ensure and preserve the lowest status of the SC&ST Dalits in the caste Indian Society even in a Democratic Framework of Govt and Elections, and to remain as the owners of all the Resources of this Country. Even a lot of efforts to Rewrite the History and to suppress socialistic writings and Liberal Text Books and Study Materials are being undertaken stealthily these days. These are typical of the brahmins, and are exactly part of their surreptitious characteristics, and subversive activities. This is also part of another Conspiracy of the caste Indians to authenticate for the present and perpetuate into the future also the dominance of caste Indians as the only stable and viable form of Society, or social pattern of this Country.

Today there are a large number of Dalit Organisations across the Country, but most of the time they are either paper organisations or some private individual's front, or are focused on small local issues. They generally don’t bother much about the larger questions of Dalit Interests and Future at the National and International Levels!

Dalits are still not a Community, which can boast of a good social and economic Strength or Life in most parts of the Country. Stories of injustices and wanton criminal inhuman acts against them by the rich or the well-off, the educated and employed senior officials, and even the teachers and political parties or the Govts are uncomfortably too frequent! Such Issues are either hushed up or covered or diluted to protect the perpetrators of such evil, as these serve well to ensure the dominance of dominant caste hindus, or those actually committing the crimes are the caste hindus and or the agents of the dominant caste hindus. And the dictates and evil intentions spring from the caste-system, caste-exploitation, caste-oppressions, caste-based suppressions, and from the brahminic teachings. Even if these incidents are highlighted and reported by the press, once or over a few days, depending upon the intensity or the extensive or shocking nature of the crimes, they are quickly forgotten and the things become silent just after a few days, even without any solution or remedy to the SC&ST Dalit Victims and their families, or punishments to the criminals! Without any solid solution to end Atrocities against the Dalits, or serious and deterrent punishments to those involved in the crimes against SC&ST Dalits, another new incident and crime and one more story of such atrocity is waiting to happen again, and the Govts their officials police press the courts judges and lawyers are all ready to act the very same way to white wash, cover up and close that case also as usual. This has become a sad but real part of the SC&ST Dalit Life, even in this age, when the entire World is walking in the 21st Century of the Third Millennium.

Friends! All Dalit Organisations, ideologically are expected to carry a common Goal of Dalit Welfare and Development, seen or approached perhaps from different Angles. If this is really true, why then they don’t come together to fight the various or different critical Dalit Issues that confront We SCs&STs? It is also a fact that if a few organisations alone take up and show interest in a Dalit Problem, then there are more chances that their struggles and protests are ignored with the excuse or by deliberate distortion and motivated projection and reporting that those problems are actually linked and or associated with some private individuals. Thus, they are not in a position to carry with them most of or the whole Dalit Community, or catch the imagination and interest of the poor busy struggling SC&ST Dalit Masses.

It is therefore the Need of the time that all SC&ST Dalits should come together at least to know each other and identify what each one is or is capable of, and work together where ever and when ever necessary to Develop the Appropriate Strategies! In the process they can share their own views, sharpen their ideologies, develop their plans, and find at least some solutions to their own problems. Pooling together of different experiences, capabilities, potentials, ideas and plans would ensure the development of a strong and respectable Dalit Power in the near future! This would enable us to reach a respectable position in the National Mainstream. This requires a lot of efforts, such as organising -

a) at the University and College Levels, Seminars, Workshops, Discussions, Debates and Competitions, from time to time amongst Dalit Students to develop and achieve a sense of social involvement, and help co-ordinate and channelise in the right direction community awareness amongst them. Students themselves can be motivated to organise these at appropriate places. Eminent individual experts from the Dalit Communities can be invited to take part and share their experiences, struggles and achievements, and also give their perspectives and views about the still unresolved issues, as well as talk about the newly emerging threats dangers and challenges! More importantly they can offer their help, provide assistance, give the right advices and guide the students for future successes also!

b) the Employees right from senior officers, staff and lower level workers, and also importantly the Industrial Workers into powerful and conscientised individual Class Organisations. There should be regular meetings and get-togethers, to build up cooperation, self-help and mutual cooperation amongst everyone, in an effective way to discuss resolve and find means and ways to resolve various problems difficulties and issues. This will also help build up contacts, provide opportunities and create links amongst various groups, and develop solidarity between different people from various regions and parts of the Country and Organisations

c) our People and creating some infrastructures, to build up regular and reliable Co-ordination with and amongst our Dalit Brothers and Sisters living in the Rural Areas. This very very important but difficult task, can be ensured by identifying Capable Dalits from each area, and making them Responsible to contact and liaise with different local committees of their respective areas. In this again, our own SC&ST Dalit Students around us can play a major role, with a little bit of help and cooperation from some of us reasonably settled in life, and also other active members and leaders of the Local Communities around us

d) effective presentation of Dalit Superiority! There are many spheres and areas where We SC&ST Dalits reign Supreme! We Dalits are very rich in Literature, Poetry, Folk Songs, Community Music and Group Dances, which provide us all the pride, and also the rationale and realistic material base for our Upliftment. We do not realise the Powerful Potential and Strength of these! We all over the Country are very strong and vibrant in Protest Literature! The emerging New Poetry that is poetic rendering of Prose-Poems is taking very strong roots amongst our youngsters! We must recognise and build on these further! Dalit Authors and Poets should be honoured and publicly encouraged. This can be done by establishing Local Dalit Literature Societies, Regional and State Dalit Literary Academies, and a Central Dalit Literature Center which can honour and provide recognition and give Awards every year to eminent Dalit Authors. Such Promotion of Dalit Literature will go a long way in recognising proudly We Dalits World over! And this will encourage many young Dalits!

e) the Dalits in the Media. For, Media is the most powerful tool that can quickly and surely bring a change in any Society. More and more Dalit Students should come into the field of Journalism so that the present trend of the Media Centralisation around the dominant caste hindus, and at times towards We Dalits only when some serious and major Atrocities are reported, can be changed.

f) the Dalit Community into a strong united Group of People! Dalit Community, that is Casteless and lives outside the Caste System, is strangely enough divided and scattered into a large number of Groups, based on their Origins like Adi-Dravidars which means the Respectable Original People of the Land or the Indigenous Dravidian Race or Nagas which means People belonging to the Naga Tribe or Race, Art and Culture like Parayas which means Drum Beaters, Occupations like Kattu-Nayakans which means Chieftains or People of the Forests or Chamars which means Leather Workers, Living Areas like Pallas which means those living in the ditches and low lying areas, and Local Names like Santhals which means People belonging to Santhal Areas or Mahars which means the Great People of Maharashtra! Now these Names themselves are being used by the dominant caste hindus to confer on We SC&ST Dalits a Caste Label or a Tribe Label, even though We all preceded Caste and hence are all Casteless People! Thus Dalits are divided by others into various Castes Tribes and Sub-Castes and Sub-Tribes. Sadly enough, We SC&ST Dalits believe in these which are not of our interests, and is leading many of us to our ruination! We today are fighting with one another based on these names, which really mean nothing but a local identity! And many of us like the caste hindus distance ourselves with our own brother and sister Dalits! We avoid often all Social-Interaction, including get-togethers and marriages! To overcome this dangerous trend of isolation segregation and mutual antagonism, Inter-Sub-Caste Marriages should be encouraged amongst all SC&ST Dalits! Any Couple of such Inter-Sub-Caste-Tribe Marriages should be honoured publicly and repeatedly whenever an opportunity arises. And such Marriages must be encouraged and appreciated at all Dalit Functions.

g) many Meetings regularly at many places, to discuss project and make every Dalit Problem a Global Phenomena! Modern Technology, and Hi-Tech Tools and Methods such as Web-Sites, Web-Pages, Inter-Net, E-Mail, Cell Phones, Satellite Phones, Fax etc, all have to be increasingly and more frequently used. These can provide us with lots of information, and help us exchange various Views Perspectives Papers and other Literature quickly and at less cost or at the minimal financial expense! These will immensely be of great benefit to every SC&ST Dalit living in any part of the Country or the World!

In a large populous Nation that stands second in the World in Population, the Dalits are badly discriminated. That was so through the history! Yet Dalits could survive for almost two and half or three millenniums! They could bear with all the discriminations injustices and marginalisations. They could afford to neglect these injustices, bear with the problems, and also neglect their tormentors, and still survive as healthy strong and hardworking population who created everything this Country and their oppressors wanted, from food to cloth, minerals to houses, healthcare and hygiene, leather and services! But in a materialistic Country to live with selfish people who are acquisitive in Nature, ever thing from Water to Land, Forests and Hills are vanishing fast! And with that the dominant castes are becoming impatient and greedy without any limits whatsoever! And all the oppressive caste-hindus in the Country and abroad are becoming increasingly cruel and their methods are turning unimaginably cruel! Today the caste-Indians are not only killing the Dalits and are burning everything to destroy evidence, they have become open day-light butchers with the Police itself helping them fully, and most importantly because of the unhidden and unbridled support of the State, Welfare Ministers, Home Ministers and even Chief Ministers and the Prime Ministers. They are all either fully supporting or taking the side or sympathising with the caste hindus to which flock they belong to, or from which they originally emerge even though they may now practice Christianity, Islam, Sikkhism etc!

We SC&ST Dalits have to organise ourselves and Develop in spite of these! It may appear daunting, but at the same time it is not impossible! How to do that? And what should We do? That is what we have to find out, if we are really human beings, intelligent, educated and are Capable Dalits! We have to make all the SC&ST Dalits a separate entity with Equal Social Economic Political and Cultural Status! Not to do that, acquire higher Degrees, grab bigger Posts, hoard riches and wealth, move around in big fat shining cars with fancy big women does no credit to anyone, and definitely is not achievement at all! These help none! But on the other hand in Dalit Circles even if one moves out to go to the poshest and richest part of the City or moves abroad, and within Dalit Families even if the original or duplicate wife is not a Dalit, all the Wealth and Pride ultimately take the Family down the garden path into ditches and sewers, and finally to painfully shameful death! Whether one accepts these are not, this what are happening to all our Politicians Families, Engineers Children, Doctors Homes and Bureaucrats with marble miniature Taj Mahals!

On the Dalit Interest Protection Platform, if all the Heads of local Dalit Organisations come up at least once in a while, or communicate to evolve a method, and make it a common strategy to raise their voice either together in a strong way, or severally but simultaneously at the same time as pre-fixed, then not only can We SC&ST Dalits as a Community ensure our Rights, but also build for ourselves a strong and important niche for ourselves, and have a decent better and Respectable Position in the National Affairs of the Country. And none in the Society and the Mainstream of the Nation can then afford to cheat and swindle or neglect us SC&ST Dalits!

Having a regular Coordination amongst at least the Heads of various Dalit Organisations would help us build a strong network of understanding amongst us! This should not be a difficult task. After all We all have, and every SC/ST Welfare Organisation carry a Common Goal. It is not necessary that all these SC&ST Organisations should collapse like in a Nuclear or Neutron Bomb to form or change themselves, and make a single one organisation! No No No! That is not what I mean! Let all the different SC&ST Organisations Work in their own way with their own agendas in their own areas at the local levels with their own local issues to attend to their own problems. It is also not necessary that they must all gather at one or the same place always. All can coexist separately in their own respective places and yet be together! But they must have a common cause, and show their unflinching commitment to the single strategy of Dalit Development always, in spite all the local and other issues and challenges! In the present times there are a lot of ways to ensure instant communication across long distances to even the farthest parts of the World! Let us not forget anything; even the traditional ones like long distant phones, telegrams, teleprinters, fax, email, internet, and the oldest of all that reliable postman! If a Voice for an unknown Dalit's Rights Protection is raised at some corner of the World, then let it be raised in a holistic manner all over the Country simultaneously by all or at least the maximum number of Organisations and Individuals also take part. Let us show our strength, exhibit publicly our solidarity, and prove to the World our Commitments and Unity. Let us bring out soon, at least a little force of the large Sub-Continental Dalit Power and Force for the World and the Country to see by themselves!

Dalit Leaders should Coordinate to establish and fight first for the Identity of Dalit Community as a whole. This, at any cost should not be avoided for any individual identity. We SC&ST Dalits are in our present conditions of total helplessness, only because of our Lack of Unity!

Everybody knows that the effect of the Voice of Individuals is like a murmuring wind, where as the Collective Voice of Committed People raised together at the same time is like the roaring of the angry see caught in a Storm or Tornado! Why not We SC&ST Dalits now at least start making some communication with at least other well-known Dalit Organisations? There will be a day when this small effort to take a first step can provide us Dalits, the very effective way to grow as a power and into a well-developed and organised Race, contributing to the Progress development and Well-Being of the Indian Nation.
