A. Problem Posting : Senior Engineer

PROBLEM AND DISCRIMINATION
Allotted to South Central Railway, Secunderabad, after
the UPSC Recruitment, and Training. Was
Transferred to different Posts within South Central Railway. Denied promotions beyond Senior Scale. Was abruptly transferred out of South
Central Railway, and posted to Karakhpur in the same rank of Senior Engineer. That, when all his seniors, and Departmental
Promotees from the lower rungs were retained in Secunderabad itself, without
any transfers. All his Representations
and Petitions to various authorities were silently dumped in the dustbins. His Representation received through the
National Commission for SCs&STs, Delhi, was also not accepted by the
Railway Board. And Mr Raju remained
with out salary, quarters for Residence, Railway Passes and Medical Cover.
SOLUTION :
In 1966, Mr Ram Vilas
Paswan, the Minister for Railways and Parliamentary Affairs, as well as the
Leader of the House, (Lower House, or Peoples’ House) Lok Sabha, had to
personally intervene, when the case was brought to his notice by many SC&ST
Officers/ Employees/ Welfare Organisations.
The Notings of Mr Abdul Faheem, Addl PS to the then Railway Minister,
and Mr Manohara Prasad PS/MR, are still worth a study. Hence, this case had
become almost a reference material in dealing with and resolving SC&ST
Cases. At last, Mr Raju was posted to
nearby Chennai, by changing his transfer to Southern Railway, as a measure of
rehabilitating his from caste-biased persecutions in South Central Railway,
Secunderabad.

Posted to Southern Railway, Chennai only in 1997, for
rehabilitating him from the Persecutions in South Central Railway,
Secunderabad. That, on the personal
intervention of Mr Ram Vilas Paswan, Minister for Railways and Parliamentary
Affairs, as well as the Leader of the House, (Lower House, or Peoples’ House)
Lok Sabha. The Notings of Mr Abdul

classic case study of Grievance-Redressel in SC&ST Cases. In spite of these, Mr Raju had been transferred
umpteen times within Southern Railway.
And finally he had been transferred out, all of a sudden, to Varnasi in
UP.
REASON : To deny
peaceful tenure to SCs&STs in Service.
SUSPECTED :
Deep bias and prejudices against SC&ST Dalits.
LESSONS : There
can be no peace and justice for SCs&STs in the present framework of
administration. And, if a SC/ST Dalit
does not escape from being trapped, he/she could never be rehabilitated in
Service.
