PROBLEM AND DISCRIMINATION
Selected, against the Deputation Post, after eight
months of avoidable delay. Posted in
January 1982. Was in-charge of all
Administrative Matters in the Directorate of P&C, including selections,
internal postings, leave and other day to day management and co-ordination
within the Directorate, and relieving of Officers after their Deputations.
Applied for Leave, for
going to hometown with LYC, as per the scheduled calendar of planned annual
leave by Officers of the Directorate.
Instead of sanctioning the scheduled Leave, an Order for Transfer to Calcutta issued by end April 1983. That, just after a period of little over one
year, though others with more than 11 years of service were still in the
Directorate. Since this
discrimination was brought to notice, the Transfer Order was cancelled, after
two days. Proceeded on Leave of 45
days, to go to hometown on LTC, as per the planned Scheduling of Leave of 60
days. But the LTC was not sanctioned,
till end May 1983. Attends Office
regularly, and helps the Director/P&C in all Administrative Matters. Proceeded on leave to Bangalore, in the
first week of June 1983, with the understanding that leave would be extended as
a compensation for working through the whole of May, in spite of being on
leave. While on leave, records were manipulated,
falsely and fraudulently showing that he had been transferred to Calcutta wef
30th April 1863. The Problem
remains unsettled till date.
REASON : Not clear. SUSPECTED : To stall his regular Promotion to Junior Administrator Grade,
kept pending since 1982, in spite of the Departmental Promotion Committee, held
by the Union Public Service Commission, having Cleared his Promotion. That, just to harm his career in the
Service.
