PROBLEM AND DISCRIMINATION
Was transferred from
North Eastern Railway, Gorakpur, to South Central Railway, Secunderabad in 1992
as CCM. Was staying alone in
Secunderabad as his Family was in Madras, where the Children were staying. All
his Requests for Transfer to South Central Railway, Madras, or posting at
Vijayawada in South Central Railway, over night journey away from Madras, were
systematically denied. Mr Manickam
was also a serious heart patient, and was advised to undergo an open heart
surgery, by the Specialist Doctors, of Railway Hospital, Perambur, Madras. Both the General Manager South Central
Railway, and Chairman – Railway Board Mr Kau, resisted his Transfer. As a
result Mr Manickam died, with a massive Heart Attack, and without any help and
uncared for, when he was alone, and his peon was out somewhere. Even after his Death, lots of Problems were
created. Though he was a Senior Officer
in the Senior Administrative Grade of a Joint Secretary, Railway Doctors
refused to release his body, on the ground that he had died when he was
alone. Hence there was a considerable
delay in shifting his body to Madras where his wife and children were living.
REASON : This was a
plain Discrimination. He was refused
the Transfer to Madras, to join his family.
He was not given a Transfer even on Medical Grounds, to undergo by-pass
Heart Surgery in Railways’ own specialist Heart Hospital in Madras. That, even after serving in the far-off
Gorakpur.
SUSPECTED :
To stop his further promotions, being a Christian SC Dalit. Further he was known for mobilising,
organising and helping SCs&STs, both in their work in Office, and for socio-economic
Development in their lives outside.

PROBLEM AND DISCRIMINATION
In 1990, was
transferred from Southern Railway, Madras to North Eastern Railway, Gorakpur,
as a punishment posting in the same rank as CCM, as he had fallen out with the
then General Manger, Mr Narasimhan of Southern Railway. That even though, Mr Narasimhan himself had
never served outside Southern Railway, through out his career. Yet, he was promoted as General Manager,
Southern Railway. That, even though he
was only an Accounts Officer, and he was known for extreme corruption and many
criminal activities. His only
Qualifications were, he was a brahmin, related to the crook Mr Venkatraman, who
became Vice President and President.
Naturally Mr Narasimhan was very arrogant and vindictive. And Mr Manickam, being a poor SC, was an
easy victim. And all his
representations to cancel the transfer went unheeded, though he was an heart
patient, undergoing treatment in Railways’ own specialist Heart Hospital in
Perambur, Madras. He had to stay alone
in Gorakpur, as his Family was in Madras, where the Children were
studying. All his Requests for Transfer to Southern Railway, were systematically
denied. At last Mr Manickam was
posted to South Central Railway, Secunderabad, where again he had to stay alone
till his sudden demise as a result of a
massive Heart Attack, and without any help and uncared for, when he was alone,
and his peon was out somewhere.
REASON : This was a
case of open Harassment and Discrimination.
