PROBLEM AND DISCRIMINATION

 

Selected in 1997, for posting as the Cabinet Secretary to the Govt of India.  Posting was duly approved.

 

While the Orders were being issued, Congress Party supporting the United Front Govt at the Centre, fell.  Taking this as the excuse, the outgoing Cabinet Secretary, TSR Subramaniyam, who was already on Extension, beyond his Superannuation for Retirement, managed to get further extension.  The extension was challenged in the Court, and his extension was stayed.  Govt instead of asking Mr Mata Prasad, to take over, took the extreme stand of keeping the Office of Cabinet Secretary Vacant, and went on Appeal to the High Court which was on vacation, and managed to get a stay, almost illegally.

 

Later, after Elections in 1998, Mr Mata Prasad was sidelined, and one of his junior from the next Batch was chosen to work as the Cabinet Secretary.

 

REASON :    To Prevent a SC from becoming the Cabinet Secretary to the Govt of India

 

SUSPECTED :  To stop Mr Mata Prasad, from getting the honour of becoming the first SC/ST to occupy this Highest Position in the Country.  And to deny the SCs&STs the opportunity of reaching the highest job in Service.

PROBLEM AND DISCRIMINATION

 

Proceeded on Leave due to some urgent personal reasons.  Though it was less than 45 days, another dominant caste official was posted in his place.  He had to remain without any posting, for many months, as his post had been deliberately filled, and there was no place for him.  The then PS/Welfare Mr Manohara Prasad, on the suggestion of the APS/Welfare Mr Rathi picked him up as Joint Secretary in the Ministry of Welfare, when Mr Ram Vilas Paswan, Minister for Labour and Welfare, summarily shunted out a corrupt fraudulent officer, who was deliberately hurting the interests of the Muslim Minorities by unreasonable delays of over many years.

 

Mr Mata Prasad, and other SC&ST Officers of his Batch were left out while preparing the Panel for Promotion to the rank of Additional secretaries.  Mr Paswan, took up the matter with the then Prime Minister and VP Singh, and ensured that his name was included for Promotions.  Other SC&ST Officers like Dr RK Nayak Orissa, and Mr Abraham, Mahrashtra were also included for Promotions.  Mr Abraham went up as Additional Secretary, Special Secretary, Secretary/Power, and Member UPSC.  Dr Nayak retired as Secretary with a Charge Sheet, hours after he demitted office on Retirement due to Superannuation.

 

REASON :    To Prevent further Promotions of SCs&STs, and spoil theirs carreers.  And Mr Mata Prasad had the advantage of age on his side, and he stood a good chance of becoming the Cabinet Secretary to the Govt of India
